SEC, PCC Seal Data Deal To Boost Market Fairness

MANILA — The Securities and Exchange Commission (SEC) and the Philippine Competition Commission (PCC) have strengthened their partnership after formally signing a Data Sharing Agreement (DSA) on Beneficial Ownership (BO) information, a move aimed at promoting transparency and fair competition in the market.

The agreement was signed during a ceremony held at the SEC Headquarters in Makati City on December 15, 2025, marking a key step in improving coordination between the two agencies.

Under the DSA, the SEC and PCC will have improved access to and exchange of beneficial ownership data, allowing regulators to more effectively identify the individuals who ultimately own or control corporations. This enhanced information-sharing is expected to support stronger competition enforcement, deter anti-competitive behavior, and reduce the risk of corporate abuse.

Officials said the agreement underscores the government’s commitment to building transparent and competitive markets by ensuring regulators have the tools needed to uncover complex ownership structures and monitor compliance with existing laws.

With the DSA now in place, both agencies are expected to streamline investigations and policy coordination, reinforcing investor confidence and helping create a more level playing field for businesses across the country.
