Who's Winning Public Trust? New Survey Ranks Marcos Cabinet

A newly released survey is giving the public a clearer picture of which Cabinet members enjoy the highest level of trust—and which ones still face skepticism.
Based on the Cabinet Member Trust and Distrust Survey conducted from January 7 to 10, 2026, the results show that several officials under the Marcos administration are earning solid public confidence, while others continue to navigate mixed perceptions. The survey has a margin of error of ±2.4% and a sample size of 1,600 respondents.
Topping the list is Education Secretary Juan Edgardo “Sonny” Angara, who emerged as the most trusted Cabinet member, posting a 53.95% trust rating against 21.82% distrust. Close behind is Social Welfare Secretary Rexlon Gatchalian, followed by Science and Technology Secretary Renato Solidum Jr., both posting trust ratings near or above the mid-40 percent mark.
Also making it into the top tier are Migrant Workers Secretary Hans Leo J. Cacdac, Agrarian Reform Secretary Conrado Estrella III, and Defense Secretary Gilberto C. Teodoro Jr., all reflecting relatively strong public approval based on the survey results.
Midway down the rankings are familiar names such as Information and Communications Technology Secretary Henry Aguda, Foreign Affairs Secretary Ma. Theresa Lazaro, Health Secretary Teodoro J. Herbosa, and Public Works Secretary Vince Dizon, whose trust ratings hover in the low 40s, showing steady but cautious public confidence.
Further down the list are officials including Tourism Secretary Christina Frasco, Transportation OIC Giovanni Lopez, Human Settlements Secretary Jose Ramon Aliling, and Interior Secretary Jonvic Remulla, where trust and distrust figures begin to narrow—suggesting growing public scrutiny.
Rounding out the rankings are Cabinet members whose trust ratings dipped below 40 percent, including Trade and Industry Secretary Cristina Aldeguer-Roque, Special Assistant to the President Antonio Ernesto Lagdameo Jr., and Finance Secretary Frederick Go, highlighting areas where the administration may need to strengthen public engagement and communication.
