Zaldy Co Drops Anew Explosive Claims Against Bongbong Marcos, Sandro

Former Rep. Zaldy Co has released another explosive video — this time directly naming President Ferdinand “Bongbong” Marcos Jr. and Rep. Sandro Marcos in what he calls a long-running pattern of massive budget insertions.

Speaking in Filipino, Co walked viewers through a timeline of events that he says began with the President’s own instructions.

According to Co, even after delivering ₱1 billion supposedly meant for President Marcos and ensuring that the so-called ₱100-billion insertion was included in the 2025 budget through the Bicam committee “as ordered,” the President was still furious.

Co said that in February 2025, he wrote a confidential letter to BBM explaining that he was merely following directives regarding insertions Marcos later claimed he “could no longer recognize.” Co says he will release that letter, along with a video copy, to the public.

He also detailed a meeting arranged by Usec. Jojo Cadiz in March 2025 at 1201 Aguado Street, just across Malacañang Gate 4.

But instead of calming down, Co said the President became even angrier.

According to Co, Marcos told him and then–speaker Martin Romualdez point-blank: “Wag mo akong pigilan sa mga insertions ko. Wag ka nang makialam sa budget.”

That moment, Co said, made it clear to him that the orders to include the ₱100-billion worth of projects came directly from BBM — not from Budget Secretary Mina Pangandaman or Undersecretary Adrian Bersamin, whom he claims were only following instructions.

“If it wasn’t really from the President,” Co asked, “why didn’t he remove Pangandaman and Bersamin when I informed him about the ₱100-billion insertions through my letter? Why remove them only now, after the public found out?”

Co also alleged that when a counterpart asked Marcos if the ₱50-billion request could simply be charged somewhere else, the President answered: “Humingi ka ng bago o dagdag na insertions.”

He said this proves the President cannot claim ignorance — “because he himself gave the orders.”

Co then turned to the 2026 budget, saying it contains another ₱97-billion insertion, now placed directly inside the President’s Budget (NEP 2026). He said DPWH Secretary Manny Bonoan confirmed to him that BBM instructed the agency to put in another ₱100 billion, leaving “nothing more to distribute.”

Co claims he learned this in May 2025 during a meeting with Romualdez at 30 Tamarind Street in Forbes Park.

Because of this, Co said the House returned the DPWH portion of the 2026 National Expenditure Program after discovering yet another large-scale flood control insertion.

But the accusations didn’t end with the President.

Co also alleged that Sandro Marcos has had his own yearly insertions, totaling ₱50.938 billion:
• ₱9.636B in 2023
• ₱20.174B in 2024
• ₱21.127B in 2025

He claimed contractors told him Sandro was “furious” during the 2025 budget talks because he allegedly received advances from contractors and was short ₱8 billion from his requested insertion.

To support his claim, Co said he will release the full list of projects supposedly included in Sandro’s insertions.

Co ended his video saying the public needs clarity — and he intends to provide documents and project lists to back up every accusation.
