5 Senators Urge Bato To Surrender Amid ICC Arrest Warrant

The Senate has received a resolution expressing the sense of the chamber urging Senator Ronald dela Rosa to voluntarily surrender to proper authorities in connection with an International Criminal Court (ICC) arrest warrant reportedly issued against him.
The measure, Proposed Senate Resolution No. 395, was filed by Senators Francis Pangilinan, Vicente Sotto III, Panfilo Lacson, Risa Hontiveros, and Paolo Benigno Aquino IV during the First Regular Session of the Twentieth Congress.
The resolution calls on Dela Rosa to submit himself voluntarily to lawful authorities and face proceedings arising from the ICC warrant, instead of resisting or relying on institutional protections.
It stresses that public officials remain accountable under the Constitution, citing provisions that emphasize public office as a public trust, the right to due process, and the principle that judicial power rests with the courts.
The measure also reiterates that Congress, including the Senate, has no authority to grant sanctuary, immunity from arrest, or protective custody to any of its members.
While non-binding, the resolution reflects the senators’ position that compliance with lawful processes strengthens accountability and respect for legal institutions.
As of publication, the resolution remains pending Senate action.
