A major rescue operation is ongoing in Angeles City after a nine-storey building under construction collapsed before dawn on Sunday in Barangay Balibago, trapping several workers beneath the rubble.

According to the Angeles City Disaster Risk Reduction and Management Office, authorities received reports of the collapse around 3 a.m. along Teodoro Street. The structure involved was a proposed nine-storey concrete building that was still under construction.

As of the latest update, at least 24 to 26 individuals have been rescued from the site. Two additional people were also rescued from a nearby apartelle that was damaged when the building collapsed.

Rescuers from the Bureau of Fire Protection, Philippine National Police, DRRMO, Red Cross, and volunteer groups continue search and retrieval operations as authorities work to determine how many workers remain trapped.

Initial reports suggested around 30 to 40 workers may have been inside the structure during the incident, but local officials later said records from the site engineer showed around 19 workers were present at the time of the collapse. Authorities are still verifying the exact number.

Angeles City Mayor Carmelo Lazatin II personally went to the area and remained on-site to oversee rescue efforts and coordinate assistance for affected workers and responders.

Officials said at least two trapped individuals were able to communicate with rescuers while operations continued Sunday.

The city government activated its Unified Command System to ensure coordination among all responding agencies. The Bureau of Fire Protection is leading rescue and retrieval efforts, while the DRRMO handles logistics and operational support. The Philippine National Police is in charge of security and crowd control.

Authorities have yet to determine the exact cause of the collapse. Reports said the incident happened during heavy rain and thunderstorms early Sunday morning. The city engineer’s office has started an investigation into the building’s structural integrity and construction records.

Residents have been advised to avoid the area to prevent disruptions to the ongoing rescue operations.
