Affidavit Alleges Cash Delivery Network, Raises Questions On Contractors And ICC Claims

A group of former military personnel has surfaced with sworn statements alleging they took part in years of cash deliveries tied to project contractors and political figures, according to lawyer Levito Baligod.

The affidavit, discussed during a press briefing, was reportedly executed by former security personnel who said they previously worked for businessman and former Ako Bicol party-list representative Zaldy Co.

Baligod said the witnesses decided to come forward despite fears for their safety, adding that several others have yet to publicly surface due to government employment and security concerns.

“Routine cash runs,” witnesses claim

According to the sworn statements cited in the briefing, witnesses alleged that money from contractors was delivered before projects were awarded. They claimed the cash was first brought to a residence in Valle Verde, Pasig, where it was counted and repacked into suitcases.

The affidavit further alleged that the funds were transported to a penthouse unit at Horizon Homes in Bonifacio Global City before distribution to various recipients.

Witnesses claimed deliveries could involve dozens of suitcases per operation, sometimes using multiple vans and, on certain occasions, air transport. These operational details have not been independently verified.

Alleged delivery locations

The witnesses alleged that deliveries were made to several high-end locations, including Forbes Park, areas near Malacañang, and sites outside Metro Manila such as Ilocos Norte.

One testimony referenced deliveries to a property allegedly associated with President Ferdinand Marcos Jr., a claim that remains unverified.

Disputed witness account

Baligod also discussed the case of a former master sergeant identified in the briefing as Bautista, who was described as having briefly participated in delivery operations. According to the lawyer, the individual was later asked to execute an affidavit denying knowledge of the activities — an assertion the lawyer said is contradicted by photographs he claims to possess. These claims have not been publicly confirmed.

ICC-related allegations

The affidavit also referenced claims involving the International Criminal Court, alleging that investigators visited the Philippines in late 2023.

Witnesses alleged that funds were converted into foreign currency and used for logistics, including transportation, accommodations, and other expenses. The affidavit further claimed alleged coordination with individuals linked to former senator Antonio Trillanes IV.

No independent evidence has been publicly presented confirming these claims.

Legal position and next steps

Baligod said the group intends to submit the affidavits to the Office of the Ombudsman and provide copies to international bodies and embassies of ICC member states. He also questioned the independence of any investigation if local political funding were proven, describing this as a legal issue that authorities should examine.

Allegations of intimidation

During the briefing, the lawyer also alleged that attempts were made to discourage witnesses from speaking, including the presence of unidentified individuals outside the venue. No official complaints confirming these claims have been announced.

As of this writing, neither Co nor the Office of the President has issued a detailed public response to the specific allegations discussed in the briefing.

The statements remain allegations contained in affidavits and have not resulted in announced charges. Authorities have yet to release findings verifying the claims, which form part of an ongoing legal process.
