Airfare Fuel Surcharge Drops To Level 8 For Late July

Passengers may pay lower fuel surcharges on airline tickets beginning July 16 after the Civil Aeronautics Board (CAB) reduced the passenger and cargo fuel surcharge to Level 8 for domestic and international flights.

In an advisory issued on Monday, the CAB said the new fuel surcharge level will be effective from July 16 to 31. Airlines that wish to impose or collect the surcharge during the period must first secure approval from the agency and may not charge beyond the maximum rates allowed under Level 8, in accordance with CAB Resolution No. 25 (2022).

The adjustment lowers the surcharge by one level from Level 9, which was in effect from July 1 to 15, marking the lowest fuel surcharge level since global jet fuel prices surged earlier this year due to tensions in the Middle East.

Fuel surcharges are separate from the base airfare and may be collected by airlines to help offset fluctuations in jet fuel prices. The amount passengers pay depends on the distance of their flight and the applicable surcharge level approved by the CAB.

Under Level 8, airlines may collect fuel surcharges ranging from ₱253 to ₱787 for domestic flights, depending on the route. For international flights originating from the Philippines, fuel surcharges range from ₱835.05 to ₱6,209.33, depending on the destination.

The CAB also reminded airlines that applications to impose fuel surcharges for the July 16 to 31 period must be filed before the effectivity date. For fares collected in foreign currencies, the applicable conversion rate for the period is US$1 = ₱61.43.

The agency continues to review fuel surcharge levels every 15 days, allowing adjustments to reflect changes in global jet fuel prices more quickly.
