AMLC Summoned Over Duterte Records

The Anti-Money Laundering Council (AMLC) has confirmed it received a subpoena from the House Committee on Justice, ordering its top official to attend the next impeachment hearing involving Vice President Sara Duterte.

In a directive dated April 15, the panel instructed AMLC Chairman Eli M. Remolona Jr. to appear at the April 22 hearing and bring with him financial records tied to Duterte and her husband, Manases Carpio. The documents requested span nearly two decades, covering transactions from 2006 to 2025.

The subpoena ad testificandum et duces tecum requires the AMLC to submit “original or certified true copies of all reports of covered transactions and suspicious transactions” involving the couple. It also includes “any and all investigation reports or related reports or documents prepared by AMLC” connected to them.

Lawmakers said the records will be used “to testify on reports of covered transactions and suspicious transactions” involving Duterte and her husband, as part of the ongoing impeachment proceedings.

The request is also linked to allegations of unexplained wealth, particularly transactions “which VP Duterte failed to reflect in her Statement of Assets, Liabilities, & Net Worth.”

Aside from submitting documents, the AMLC was also told to verify and authenticate its own certifications and reports involving Duterte, her spouse, and “various business entities in which they hold interest.”

Remolona is scheduled to appear at the hearing venue inside the House of Representatives of the Philippines complex, where proceedings are set to begin at 10 a.m.

The subpoena, signed by Justice Committee chair Gerville Luistro, also notes that while Remolona may bring legal counsel, their role will be strictly advisory and they will not be allowed to speak during the hearing.

The order was endorsed by Deputy Speaker Alfredo Benitez on behalf of Speaker Faustino G. Dy III, and attested by Secretary General Cheloy Garafil.

This latest move signals that the House panel is intensifying its probe as it works to determine whether there is probable cause to proceed with the impeachment complaints against the Vice President.
