April 7 Trial Set For Bong Revilla In P92.8-M 'Ghost' Flood Control Project Case

The Sandiganbayan has scheduled the start of the graft trial involving former senator Ramon Bong Revilla Jr. and several former public works officials over an alleged ₱92.8-million “ghost” flood control project in Bulacan.

In a recent order, the anti-graft court’s Fourth Division formally terminated the pre-trial phase of the case, paving the way for the presentation of evidence. Trial proceedings are set to begin on April 7, 2026, after government prosecutors told the court they were ready to present documentary evidence and witnesses.

The pre-trial stage in criminal proceedings allows both the prosecution and defense to submit their lists of witnesses, documents, and other evidence that will be used during the trial.

Alleged ghost flood control project

The charges stem from a flood control project in Purok 5, Barangay Bunsuran, Pandi, Bulacan, which carried a total project cost of about ₱92.8 million.

Prosecutors from the Office of the Ombudsman allege that project documents were processed and funds were released as if the project had been completed, even though inspections and witness accounts reportedly found no actual construction at the site.

Investigators said around ₱76 million in public funds was allegedly released for the project despite the supposed absence of any physical structure.

According to the case records, the accused officials allegedly facilitated the release of funds, processed billing documents, and approved disbursement vouchers linked to the supposed project.

Other officials named in the case

Aside from Revilla, several former officials of the Department of Public Works and Highways (DPWH), particularly from the Bulacan First District Engineering Office, are also facing charges.

Among those named in the graft case are former assistant district engineer Brice Hernandez and engineers Jaypee Mendoza, Arjay Domasig, and Emelita Juat. Also included are finance section chief Juanito Mendoza and cashier Christina Pineda.

Related malversation case

The graft case being heard by the Sandiganbayan Fourth Division is separate from a malversation case tied to the same project, which is pending before the court’s Third Division.

Revilla earlier posted ₱90,000 bail for the graft charge, which is bailable. However, he remains detained at the New Quezon City Jail in Payatas because the malversation case is considered non-bailable unless the court grants bail.

The anti-graft court previously issued an arrest warrant and hold departure order against the accused after finding probable cause based on the Ombudsman’s investigation.

Revilla denies allegations

Revilla has repeatedly denied any wrongdoing related to the project, maintaining that he had no role in the alleged irregularities.

His legal team has also questioned aspects of the case and earlier sought a reinvestigation before the Ombudsman.
