BARMM Rolls Out 'Mas Matatag' Agenda To Drive Governance Until 2028

The Bangsamoro government has introduced a new policy direction aimed at strengthening institutions and sustaining development gains in the region over the next three years.

Bangsamoro Chief Minister Abdulraof Macacua formally launched the “Mas Matatag na Bangsamoro” agenda on March 22 during the first Bangsamoro Government Executive-Legislative Forum. The framework is intended to guide the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) through 2028.

The initiative comes as the regional government nears completion of its 12-Point Priority Agenda for 2023 to 2025. Officials described the new roadmap as a continuation and expansion of earlier reforms rather than a shift in direction.

The agenda is outlined under Office of the Chief Minister Executive Order No. 2, series of 2026, and will serve as a guide for the remaining years of the second Bangsamoro Development Plan covering 2026 to 2028. It is designed to ensure continuity in governance while reinforcing institutional capacity across the region.

Under the framework, the regional government aims to build a more stable and fully functioning Bangsamoro, with long-term goals centered on resilience, justice, and inclusive development.

The plan is organized around five key pillars: strengthening governance systems and institutions; expanding economic opportunities through support for micro, small, and medium enterprises, agriculture, and infrastructure; improving access to essential services such as health and education; enhancing peace, security, and justice mechanisms; and promoting faith-based systems, including Shari’ah courts, madaris, and the halal industry.

Officials said the agenda will serve as a blueprint for aligning policies, budgets, and development programs across BARMM, ensuring that regional and local initiatives are coordinated and results-driven.

The forum also highlighted the need for closer coordination among the executive branch, the Bangsamoro Parliament, and local government units to avoid duplication of programs and improve the delivery of services.

The rollout of the “Mas Matatag” agenda comes as BARMM continues its transition toward a more stable autonomous government. The region was established in 2019 following the ratification of the Bangsamoro Organic Law, which granted broader political and fiscal powers compared to its predecessor.

The new agenda is expected to carry these efforts forward and focus on long-term institution-building and socio-economic development.
