BIR Fast-Tracks Emergency Fuel Imports For PNOC

The government is moving quickly to secure the country’s fuel supply, with the Bureau of Internal Revenue (BIR) stepping in to assist PNOC Exploration Corporation (PNOC-EC) in importing petroleum products under emergency conditions.

Through its Large Taxpayers Service (LTS), the BIR issued a special permit to facilitate the immediate importation—part of a broader response following the declaration of a national energy emergency under Executive Order No. 110, s. 2026.

PNOC-EC earlier notified the BIR of its plan to carry out urgent fuel imports, prompting close coordination between the agency and the state-run firm. The BIR helped streamline the required documents and procedures to ensure the shipment could proceed without delays.

Looking ahead, the BIR is also preparing for additional fuel imports by working with PNOC on requirements that would allow faster processing in future transactions.

“The BIR, through its Large Taxpayers Service, will continue to work closely with PNOC to ensure the timely processing of requirements for current and future emergency fuel importations, in support of the whole-of-government response authorized under Executive Order 110 to help safeguard the country’s energy supply,” Commissioner Charlito Martin R. Mendoza said.

The move underscores the government’s push to stabilize energy supply and cushion the impact of ongoing power concerns across the country.
