Blue Ribbon Flood Control Probe Findings Set For DOJ, Ombudsman Review

The Senate Blue Ribbon Committee’s investigation into alleged irregularities in flood control projects is moving toward possible referral to the Department of Justice and the Office of the Ombudsman as part of ongoing accountability efforts.
Based on statements from Senate President Pro Tempore Panfilo “Ping” Lacson, the committee’s findings and evidence gathered during hearings are expected to support further evaluation by investigative and prosecutorial agencies.
Lacson has been leading the committee’s probe into alleged “ghost” and anomalous infrastructure projects, which has included multiple hearings and privilege speeches exposing potential irregularities in public works spending.
The committee’s outputs are also set to be elevated in plenary, where senators may deliberate on the final report and recommendations.
Earlier disclosures from the Blue Ribbon inquiry have already formed part of broader government scrutiny, with agencies such as the Department of Justice and the Office of the Ombudsman expected to assess possible administrative or criminal liability based on the evidence.
The Senate has maintained that its investigation is conducted in aid of legislation, while parallel executive agency reviews are focused on case-building and enforcement actions.
The committee said its report remains subject to final plenary deliberation before any formal referral is completed.
