British Registered Sex Offender Arrested In Romblon, Faces Deportation

A British national tagged as a registered sex offender in his home country was arrested by operatives of the Bureau of Immigration Fugitive Search Unit during an enforcement operation in Sta. Fe, Romblon.

BI Commissioner Joel Anthony Viado identified the fugitive as Andrew Charles Beaumont, 47, who was arrested on February 16 at Sitio Cabalian pursuant to a mission order issued earlier this month.

According to BI FSU Chief Rendel Ryan Sy, the operation was conducted in coordination with several law enforcement units, including the Philippine National Police and its Intelligence Group, the Criminal Investigation and Detection Group Romblon Provincial Field Unit, and other regional intelligence teams.

Convictions abroad

Authorities said Beaumont is a registered sex offender in the United Kingdom and has been under a life-long Sexual Offence Notification Order since 2012.

Records also show he was convicted in Australia in 2009 on multiple charges involving the sexual abuse of a minor. Court documents revealed that the former teacher was sentenced to four years and six months in prison, with a three-year non-parole period, after engaging in repeated sexual activity with a 15-year-old victim over a six-week period.

Overstaying in PH

At the time of his arrest, Beaumont was allegedly offering diving lessons and demonstrating scuba equipment for a fee. He was reportedly managing a local diving business in the area.

Initial checks with the BI database showed that Beaumont last entered the Philippines on September 19, 2022 as a temporary visitor. His authorized stay expired in November 2023, making him an overstaying alien.

‘No refuge for predators’

Viado strongly condemned foreign nationals involved in the exploitation of children.

“It is absolutely unacceptable for foreign sex offenders to come to our country,” he said. “We express our outrage against anyone—especially foreigners—who seek to victimize minors and violate their innocence. The Bureau of Immigration will relentlessly pursue and deport individuals who pose a threat to our children.”

The arrest forms part of the Bureau’s intensified #ShieldKids initiative, which aims to strengthen border control, intelligence sharing, and enforcement actions against foreign sex offenders and traffickers.

Beaumont is currently detained at the BI Warden’s Facility and will face deportation proceedings.
