Chua: VP Sara Impeachment Backed By Strong Evidence, Public Sentiment

Manila Rep. Joel Chua on Saturday expressed confidence that Vice President Sara Duterte will be impeached by the House of Representatives on Monday, May 11, saying the move is supported not only by strong evidence but also by public opinion.

Chua, who chairs the House Committee on Good Government and Public Accountability and is a member of the House Committee on Justice, said there is no doubt that the impeachment will push through.

“Wala akong duda na mai-impeach siya. Napakalakas ng ebidensiya. Puwera dun, ang public opinion ay di pabor sa kanya. Kaya saan mo man ibatay ang boto mo, bagsak si VP,” Chua said.

His statement came in response to a WR Numero survey showing that 4 in 10 Filipinos believe lawmakers should vote based on what the majority wants, while 3 in 10 said decisions should be strictly evidence-based.

Chua noted that earlier surveys also reflected public support for allowing the Vice President to face a Senate trial.

According to him, the impeachment case has been strengthened further by the nature of the allegations and the response from the Vice President’s camp.

“Aside from the preponderance of strong grounds to impeach VP Duterte, what makes the Vice President’s situation worse is her and her lawyers’ efforts to belittle and even ridicule the solid evidence against her,” he said.

He also pointed out that Duterte’s absence from House impeachment proceedings shaped public perception of the case.

“Her decision to stay away from the House impeachment proceedings did not help her any. The narrative became one-sided: that she transgressed the Constitution, for which she should be removed from the vice presidency and perpetually disqualified from returning to public office,” he added.

The House Committee on Justice has already consolidated six to seven impeachment charges into four Articles of Impeachment. The plenary is expected to vote on Monday on the committee report, the resolution, and the articles before transmitting them to the Senate.

Among the key allegations cited are unexplained wealth, alleged failure to properly declare assets in her Statements of Assets, Liabilities and Net Worth (SALNs), and alleged threats against President Ferdinand R. Marcos Jr., First Lady Liza Araneta-Marcos, and former Speaker of the House Ferdinand Martin Romualdez.

Chua also cited the Anti-Money Laundering Council (AMLC) report, which flagged a total of P6.77 billion in covered and suspicious transactions involving the Vice President and her husband over a 20-year period. Of this amount, P4.4 billion were inflows, while P1.55 billion were outflows.

These figures were earlier used by Bicol Saro Party-list Rep. Terry Ridon in estimating a possible P2.8-billion balance in Duterte’s bank records.

However, the camp of Atty. Manases Carpio countered this, saying a Bank of the Philippine Islands (BPI) clarification indicated that a reported “P2 billion” entry was actually only “P2 million,” allegedly due to a system glitch.

Over the same period, Duterte’s declared net worth rose from P7 million to P88 million based on her SALNs, although she reportedly did not declare any “cash on hand and in bank” from 2019 to 2024.

The House is expected to transmit the Articles of Impeachment to the Senate once the plenary approves them on Monday, May 11.
