COA Report Sparks Fresh Debate On 'Double Standards' In Accountability

Former congressman Mike Defensor is stirring conversation online after highlighting figures from a recent Commission on Audit (COA) report involving the Department of Agriculture.

Citing the COA findings, Defensor pointed out that the department has nearly ₱8 billion worth of Notices of Suspension and Disallowance—flagged transactions that auditors say need explanation or correction. Despite the size of the amount, he noted that the issue has not gained much public attention.

“Walang ingay. Walang hearing. Walang impeachment,” he emphasized in his post, suggesting a lack of urgency or scrutiny.

He then drew a comparison to the case involving Vice President Sara Duterte, where around ₱73 million in funds subject to liquidation became a major national issue—eventually leading to impeachment proceedings.

The contrast, according to Defensor, raises questions about consistency in how accountability is applied across government agencies and officials.

The COA report itself shows that billions of pesos in transactions across agencies remain under review due to compliance issues, incomplete documentation, or pending settlements. These notices do not automatically mean funds were lost, but they do indicate that explanations or corrections are required.

Still, the comparison is now fueling public debate. For some, it highlights possible double standards in governance. For others, it underscores how political context can shape which issues gain traction.
