Dizon Leads Flood Control Inspection In Tuguegarao As Government Ramps Up Oplan Kontra Baha

Public Works Secretary Vince Dizon on Tuesday personally inspected ongoing flood control operations in Tuguegarao City, Cagayan, as the government steps up efforts under “Oplan Kontra Baha” ahead of the rainy season.
The inspection follows the directive of President Ferdinand Marcos Jr. to ensure that national and local agencies are fully prepared to respond to flooding and to speed up interventions in flood-prone and low-lying communities across the country.
Dizon was joined by Cagayan Governor Edgar Aglipay and Tuguegarao City Mayor Maila Rosario Ting-Que during the site visit, where officials checked the ongoing dredging works at the Pinacanauan–Cagayan River confluence in Barangay Centro 9.
The project focuses on deepening and clearing the river channel, which authorities say is a key long-term solution to persistent flooding in Tuguegarao, one of the areas frequently affected by rising river waters during heavy rains.
According to officials, improving the river flow is expected to help reduce the impact of over-a-decade-long flooding problems in the city and surrounding communities.
Dizon emphasized the importance of sustained coordination between national agencies and local governments, especially as climate patterns continue to bring stronger and more unpredictable rainfall.
The government’s flood mitigation push under Oplan Kontra Baha is part of a broader strategy to strengthen infrastructure and improve disaster resilience nationwide, particularly in highly vulnerable provinces like Cagayan.
