Duffel Bags Of Cash Allegation Hits VP Sara In Impeachment Probe

A key impeachment resource person has brought explosive allegations into the proceedings against Vice President Sara Duterte, claiming he personally transported duffel bags allegedly filled with tens of millions of pesos on what he said were her direct instructions.

In a 24-page supplemental affidavit, impeachment witness Ramil L. Madriaga described a December 2022 operation that, according to him, involved multiple cash deliveries sourced from confidential funds and moved across several locations within a single day.

Madriaga said the chain of events began on the morning of December 20, 2022, when he allegedly received a call from Vice President Sara Duterte directing him to coordinate with a military officer for a series of deliveries.

He claimed Duterte instructed him to coordinate with Col. Dennis Nolasco and mentioned multiple drop-off points, including San Pablo, Laguna, a “Nightstrip,” and the Ombudsman, along with a warning he quoted as “bawal tayo sa kanila.” He also said he later received a text message containing details of the delivery locations and contact numbers.

According to his affidavit, he was later told by Nolasco to proceed to the Department of Education Central Office in Pasig City for what was described as a “transport”—a term Madriaga said referred to the movement of large sums of cash.

From there, Madriaga narrated that he and several companions waited at the DepEd compound, where multiple government vehicles allegedly arrived carrying large bags. He claimed four bags were unloaded, which he was told contained around ₱30 million to ₱35 million each.

He further alleged that the bags were split among vehicles assigned for different destinations, including Laguna, Quezon City, and a separate drop in Cainta, Rizal.

One of the more striking claims in his statement was that he was instructed to take a personal share from the cash. Madriaga said he took ₱1 million from one of the bags and personally confirmed that the contents were bundles of money packed in ₱1 million stacks.

He also described multiple handoffs, including a delivery in Cabuyao, Laguna, and another late-night transfer at a Tomas Morato establishment he identified as Nommu Basho, where he claimed the final exchange occurred upstairs inside the venue.

Madriaga added that he later saw reports suggesting that ₱125 million in confidential funds had been spent in 11 days, but insisted based on his account that the money was actually moved within less than 24 hours.

As of now, the Vice President has not publicly responded in detail to the latest affidavit-based claims raised in the impeachment proceedings.

The allegations remain part of the ongoing hearing record and have yet to be independently substantiated.
