Dy Proposes Targeted Aid Under KALINGA Act To Cushion Fuel Price Surge

Speaker of the House Faustino Dy III is pushing a proposal aimed at delivering more focused and practical relief to Filipinos most affected by rising fuel prices.

Instead of relying on blanket subsidies, Dy is backing the proposed KALINGA Act, which seeks to provide targeted and time-bound assistance to vulnerable sectors.

Filed last week, the measure includes a Targeted Assistance Component that offers direct cash aid to low-income households and minimum wage earners, along with fuel subsidies for drivers, farmers, fisherfolk, and logistics providers. It also covers transport support and other short-term relief meant to ease the burden of rising costs.

For Dy, the approach is rooted in a simple reality: the impact of the fuel crisis is not the same for everyone. He stressed that low-income families, workers, and those in transport and agriculture bear the heaviest burden, making it necessary for government support to be directed where it is needed most.

At the same time, Dy emphasized the importance of balancing immediate relief with fiscal responsibility. He said targeted intervention helps protect the purchasing power of Filipinos without placing unnecessary strain on government finances. Lawmakers are also focusing on how to ensure that assistance actually reaches its intended recipients, with ongoing discussions aimed at preventing leakages, duplication, and potential misuse of funds.

The proposal, filed as House Bill No. 8834 together with House Majority Leader Ferdinand Marcos, outlines a broader framework under the KALINGA Program, or Komprehensibong Alalay sa Livelihood, Inflation, Negosyo and Goods Assistance. It brings together key measures such as fuel price stabilization, energy supply security, support for small businesses, and efforts to stabilize essential goods and logistics, alongside initiatives promoting energy conservation and flexible fiscal policies.

The measure is currently under review in LEAD Joint Committee hearings, where lawmakers are working to refine both the scope and the delivery of the proposed assistance. For Dy, the goal is clear: to create a system that delivers timely and targeted support while ensuring that government resources are used efficiently and responsibly, so that those who need help the most are not left behind.
