Dy Welcomes Marcos Special Session Call As House Moves To Fast-Track Priority Bills

The House of Representatives is preparing to resume work for the special session of Congress on June 17 after President Ferdinand Marcos Jr. called lawmakers back to act on priority measures focused on social protection, education, healthcare, and other key public services.

Speaker of the House Faustino Dy III welcomed the President’s decision, saying it reinforces the government’s push to complete legislation that directly responds to the needs of Filipino families.

Dy emphasized that the House remains ready to continue its work on priority bills, particularly those aligned with the administration’s legislative agenda under the Legislative-Executive Development Advisory Council (LEDAC). He noted that many of the measures identified for the special session have already been approved in the House and are now either pending in the Senate or undergoing bicameral deliberations.

The priority measures include reforms in education assistance programs, healthcare services for senior citizens, nutrition programs for children, and improved access to quality education for students in both public and private institutions. These are part of a broader package aimed at strengthening social protection and expanding access to basic services.

Before the sine die adjournment on June 3, the House had already acted on a significant number of LEDAC priority bills. These include measures on land use, water resource management, digital payments, energy regulation reforms, and amendments to major social welfare programs such as the Pantawid Pamilyang Pilipino Program (4Ps). Several other measures are already in advanced stages, including bicameral conference discussions and final reading approvals.

House Majority Leader Ferdinand Alexander Marcos Jr. also backed the President’s call, noting that it reflects the urgency of passing legislation that directly impacts education, healthcare, and social protection programs.

He stressed that the House maintained strong legislative productivity throughout the First Regular Session of the 20th Congress and remains prepared to continue working with the Senate and the Executive branch to ensure the timely passage of priority measures.

The upcoming special session is expected to focus on completing pending bills and advancing reforms that have already cleared significant stages in the legislative process. For House leaders, the move is seen as a continuation of ongoing efforts to accelerate reforms rather than a restart of legislative work.

The House leadership said it remains committed to ensuring that these measures are not only passed but also translated into concrete improvements in the lives of Filipinos, particularly in education, healthcare, and social welfare services.
