GSIS Rolls Out P19B Refund Program For Members

State pension fund Government Service Insurance System (GSIS) has begun implementing a major refund initiative aimed at easing the financial burden of its members and pensioners.

The program, called “Balik Ginhawa” or Loan Moratorium Through Refund, follows the directive of President Ferdinand R. Marcos Jr. to provide relief to Filipinos amid ongoing economic challenges. Under the initiative, GSIS is set to return more than ₱19 billion to around 1.37 million qualified members and pensioners.

As of April 7, 2026, GSIS reported that 373,704 applicants have already qualified for the program, with total refunds reaching approximately ₱5.25 billion.

Beneficiaries will receive their refunds in full or as a lump sum, which may be equivalent to up to three months’ worth of loan payments. The amount will be credited directly to their GSIS ATM accounts within three working days after approval.

Eligible members are encouraged to apply through the GSIS Touch app as the agency continues to process applications.

The Balik Ginhawa program is part of broader efforts to provide immediate financial relief and support to government workers and retirees across the country.
