House Approves Expanded 4Ps Program

More help—and a clearer path out of poverty—could soon be on the way for millions of Filipino families after the House of Representatives approved a measure upgrading the Pantawid Pamilyang Pilipino Program (4Ps).

On third and final reading, lawmakers passed House Bill No. 8647 with a decisive 224–3–0 vote, signaling strong backing for a version of 4Ps that doesn’t just provide aid, but also prepares beneficiaries for long-term independence.

The proposed measure keeps the program’s core mission intact but reshapes it to better match the day-to-day realities of struggling households. The goal is no longer just survival—it’s helping families eventually stand on their own.

One of the biggest changes is the expansion of support beyond cash assistance. The bill introduces stronger focus on education and livelihood, including adult learning through the Alternative Learning System, entrepreneurship training, and skills development. It also lays out a transition program to guide beneficiaries as they “graduate” from 4Ps and move toward stable income sources.

To make sure assistance hits the right targets, the measure directs the Department of Social Welfare and Development (DSWD) to step up its case management—using community-level data, household profiling, and local planning to better connect families with the services they actually need.

Health and nutrition are also front and center, especially during a child’s most critical early years. The bill highlights the first 1,000 days—from pregnancy to a child’s second birthday—by providing focused support during this crucial stage of development.

Under the proposal, families will receive at least PHP750 monthly for health and nutrition grants, while pregnant women and children under two will get no less than PHP850 per month. An additional PHP1,000 grant is earmarked to support early childhood development and maternal care.

To help ease the burden of rising food costs, the measure also increases the rice subsidy to at least PHP1,500 per month.

If enacted into law, the expanded 4Ps aims to strike a balance between immediate relief and long-term opportunity—giving families not just assistance, but a real chance to build a more stable future.
