House Passes Right To Information Bill, Dy Pushes For Transparency

Speaker of the House Faustino Dy III hailed the House of Representatives' approval of the proposed Right to Information (RTI) Act, calling it a major step toward promoting transparency, accountability, and responsible governance in the country.
Speaking through Isabela 6th District Board Member Amador Gaffud Jr. during the induction of the Philippine Institute of Certified Public Accountants (PICPA)-Isabela Chapter, Dy underscored the important role accountants play in protecting the integrity of both public and private institutions.
“Madalas nating sabihin na ang accountants ay mahusay sa numero. Totoo naman. Ngunit higit pa roon, kayo ang mga propesyunal na nagbabantay ng integridad ng ating mga institusyon,” Dy said.
The Speaker said the House approved the long-awaited RTI Act before adjourning its First Regular Session, along with the proposed eBayad Act. He described both measures as key reforms that will strengthen transparency and modernize government services.
“The good news is we are not just talking about good governance; ito ay isinasabatas na,” Dy said.
He stressed that both bills are anchored on the principle that every peso of public funds should be managed efficiently, transparently, and with accountability.
“Because good governance is not measured by how much government spends. It is measured by how responsibly every peso is managed,” he added.
Dy also reminded accountants that while technology, artificial intelligence, and digital finance continue to transform the profession, integrity remains its most valuable asset.
“But as technology changes the way we work, one thing must never change: Integrity will always be your greatest asset,” he said.
Looking ahead to the Second Regular Session of Congress, Dy said the House will continue advancing reforms aimed at improving the ease of doing business, accelerating digital transformation, and strengthening fiscal responsibility. He also emphasized the need for continued collaboration with professionals like accountants to help craft practical and forward-looking laws that will support the country's economic growth.
