House Pushes Waste-To-Energy Bill To Turn Garbage Into Power

The House of Representatives has approved on second reading a major bill that aims to convert waste into renewable energy while helping solve the country’s long-running garbage and flooding problems.

Approved through viva voce voting on Wednesday was House Bill No. 9157, or the proposed Waste-to-Energy Act, which seeks to establish a national framework for the development and regulation of waste-to-energy (WTE) facilities and other modern waste treatment technologies.

The measure was passed under the leadership of Speaker Faustino Dy III and House Majority Leader Ferdinand Alexander A. Marcos.

Tagged as a priority measure under the Legislative-Executive Development Advisory Council, the bill aims to strengthen the country’s renewable energy supply while addressing environmental concerns caused by open dumpsites, clogged waterways, and untreated waste.

Marcos said the proposal could transform garbage from a national problem into a valuable energy resource.

“For decades, waste has been treated as a growing problem. This measure changes that mindset. We are now treating waste as a resource that can help power communities, reduce pollution, and improve public health,” Marcos said.

The bill consolidates several previously filed measures authored by multiple lawmakers and covers local government units, national agencies, government-owned corporations, waste management facilities, and even health facilities that may use WTE technologies as part of their waste management systems.

Under the proposal, waste treatment facilities using thermal combustion and similar technologies must comply with strict environmental and emissions standards set by the Department of Environment and Natural Resources.

Facilities will also be required to install Continuous Emission Monitoring Systems to ensure transparency and accountability in emissions reporting.

The bill further requires proper waste segregation and resource recovery before waste materials can be used for energy production. Local governments and concerned agencies will also be tasked to integrate stronger waste management systems into flood control and drainage programs.

Marcos stressed that environmental safeguards are built into the measure to prevent abuse and ensure public safety.

“This is not simply an energy bill. It is also an environmental protection and public health measure. We made sure that strict monitoring, emissions controls, and accountability mechanisms are built into the law,” he said.

The proposed law will be jointly implemented by the Department of Energy, the DENR, and the Department of the Interior and Local Government, with the Department of Energy serving as the lead agency for regulations involving energy generation.

The measure also offers fiscal and non-fiscal incentives to investors, pioneer WTE projects, and host local government units to encourage early adoption of modern waste treatment technologies.
