House Sends Impeachment Articles Against VP Sara To Senate

The impeachment process against Vice President Sara Duterte has officially moved to the next stage after the House of Representatives of the Philippines formally transmitted the Articles of Impeachment to the Senate of the Philippines on Wednesday night.

The documents were received at 7:22 p.m., marking the start of the constitutional phase that will lead to a Senate impeachment trial.

The impeachment complaint was earlier approved by the House plenary through a vote of 257–25, with nine abstentions.

House Secretary General Cheloy E. Velicaria-Garafil personally transmitted the records to Senate Secretary Mark Leandro Mendoza.

Garafil said the House Secretariat spent time ensuring the completeness and accuracy of the impeachment records before sending them to the Senate.

“The transmittal of the Articles of Impeachment marks the beginning of the next constitutional phase of the process, and the House Secretariat made sure that all records were complete and in proper order prior to submission,” Garafil said.

“The accuracy of our submission is our paramount concern,” Garafil added.

The impeachment case is based on Committee Report No. 261, which was adopted through House Resolution No. 989.

The allegations include misuse of confidential funds, possible constitutional violations, betrayal of public trust, graft and corruption, and other impeachable offenses.

With the formal transmission completed, the Senate of the Philippines is now expected to convene as an impeachment court to hear the case, as required under the 1987 Constitution.

Under Article XI, once at least one-third of House members affirm the Articles of Impeachment, the complaint is considered valid for trial in the Senate.

House officials earlier rejected claims that the process was delayed for political reasons, saying the Secretariat focused on verifying and properly organizing the extensive records.

The impeachment package reportedly includes thousands of pages of documents, including affidavits, financial records, Commission on Audit findings, transcripts of hearings, certifications, and other evidence gathered during months of congressional investigations.
