House Set For Crucial Vote As Luistro Expects Strong Backing For VP Sara Impeachment

House Justice Committee chairperson Gerville Luistro believes the House of Representatives will likely mirror the strong and united position earlier shown by the Justice panel when lawmakers vote on the impeachment case against Vice President Sara Duterte today, May 11.
Speaking during the Saturday News Forum in Quezon City, Luistro said she expects lawmakers in the plenary to show the same level of support that members of the Justice panel demonstrated during the committee proceedings.
The House Committee on Justice previously voted unanimously, 53-0, in finding probable cause to impeach Duterte. The panel later strengthened its position with another unanimous 55-0 vote approving the committee report and the proposed Articles of Impeachment.
The impeachment case is expected to reach the House plenary on May 11, where lawmakers will decide whether the complaint should be formally transmitted to the Senate for trial.
The committee report includes allegations involving the supposed misuse of P612.5 million in confidential and intelligence funds, claims of unexplained wealth, bribery accusations, and alleged threats directed at President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former Speaker of the House Martin Romualdez.
Under the Constitution, the approval of at least one-third of House members is required for the impeachment case to move to the Senate. With the House currently composed of 318 members, a minimum of 106 votes is needed to pass the Articles of Impeachment.
Luistro explained that the voting process will be done through nominal voting, where lawmakers will be called individually and asked to publicly state whether they are voting “yes” or “no” on the impeachment report.
She also noted that it will be up to the House Rules Committee to decide if members will be given time to explain their votes during the proceedings.
The expected plenary showdown is seen as one of the most significant political moments in Congress this year, with both allies and critics closely watching how lawmakers will cast their votes.
