ICI Flood Control Probe Intensifies As Key Evidence Reaches DOJ

The Independent Commission for Infrastructure (ICI) has formally handed over to the Department of Justice crucial documents regarding the investigation on alleged anomalies in flood control projects.

ICI Chair Andres Reyes met with top justice officials, including Justice Secretary Frederick Vida, National Bureau of Investigation Director Melvin Matibag, and Prosecutor General Richard Anthony Fadullon, to submit materials gathered during months of investigation.

Now, attention shifts to what the evidence could reveal.

DOJ spokesperson Polo Martinez said the department is currently reviewing the documents to determine whether they contain enough basis to pursue formal cases.

“Right now, the DOJ will study these documents to see if they point to any leads we could use in filing cases eventually,” Martinez told reporters.

Earlier, the ICI also turned over a separate set of documents to the Office of the Ombudsman to support case build-up.

Even as the investigation advances, the ICI itself may soon conclude its work. Reyes has recommended that the ad hoc body wind down operations by the end of March, saying its key findings and recommendations have already been completed.

Formed late last year, the commission was tasked with investigating alleged irregularities in flood control projects—issues that drew public attention after claims surfaced involving billions of pesos in government funds.

In its accomplishment report submitted to Ferdinand R. Marcos Jr., the ICI highlighted its efforts from September 15, 2025 to January 18, 2026.

These include nine referrals filed before the Ombudsman, 66 individuals endorsed for investigation by the DOJ, and a significant financial move that led to the freezing of 6,692 bank accounts totaling around PHP24.7 billion.

With the evidence now under review, the next steps could determine whether the long-running concerns over flood control funds will finally lead to accountability.
