IIEE Warns Against Unsafe 'Guerrilla' Solar Installations

The Institute of Integrated Electrical Engineers of the Philippines (IIEE) has raised concern over the growing number of improperly installed rooftop solar systems in the country, warning that unsafe and unregulated installations could put consumers and communities at risk.

In an official statement released on May 12, the organization said it fully supports the expansion of rooftop solar technology but stressed that installations must strictly follow safety standards, engineering practices, and government regulations.

The IIEE said the rapid growth of rooftop solar adoption, fueled by rising electricity costs and increasing energy demand, should not come at the expense of public safety and grid reliability.

The group specifically warned against so-called “guerrilla” solar systems — installations that allegedly bypass professional supervision, permits, utility coordination, and inspection requirements.

“The Institute recognizes growing concerns relating to unregistered or improperly installed ‘guerrilla’ solar systems that bypass professional supervision, permitting, utility coordination, and inspection requirements,” the statement read.

According to the organization, non-compliant solar installations may lead to serious dangers, including electrical fires, electrocution hazards, equipment failures, unstable power conditions, and grid-related issues.

The IIEE emphasized that rooftop solar systems should only be designed, installed, tested, and maintained by licensed electrical practitioners in accordance with Republic Act No. 7920, the Philippine Electrical Code, and regulations issued by the Department of Energy and Energy Regulatory Commission.

The engineering group also called for the use of certified and standards-compliant equipment, including solar panels, inverters, batteries, wiring systems, and protective devices.

“The use of uncertified or substandard equipment undermines consumer protection, public safety, and the integrity of the electrical industry,” the organization said.

Despite the warning, the IIEE clarified that it remains supportive of renewable energy development and cleaner technologies in the country.

“IIEE respectfully emphasizes that the objective is not to hinder the growth of rooftop solar technologies, but rather to ensure that renewable energy development proceeds in a safe, reliable, orderly, and professionally regulated manner for the benefit of consumers and the general public,” the group added.
