KALINGA Bill Aims To Shield Filipinos From Fuel Price Shocks-Quimbo

The House of Representatives of the Philippines is moving to fast-track a proposed measure designed to protect Filipinos from rising fuel costs and future oil price shocks.

Marikina Rep. Miro Quimbo said the KALINGA bill will serve as a “whole-economy” response to the energy crisis, combining immediate relief with long-term reforms. The measure was filed by Speaker Faustino Dy III and Majority Leader Sandro Marcos, and is now being consolidated under the House’s Ad Hoc Committee on Legislative Energy Action and Development (LEAD).

“We are here to synthesize the findings from the briefings we conducted and to begin consolidating them into a single legislative response under the Kalinga Bill already filed by Speaker Bojie Dy and Majority Leader Marcos,” Quimbo said.
KALINGA, which stands for Komprehensibong Alalay sa Livelihood, Inflation, Negosyo at Goods Assistance, is designed to address how fuel price hikes ripple across the economy—from transport and food supply to electricity and household budgets.

“The challenge is to work on this bill thoroughly, grounding it in real-life experience, but to do so swiftly, delivering relief as soon as possible and initiate systemic changes,” he added.
Quimbo stressed that while global oil prices and external conflicts are beyond the country’s control, the government can improve how it prepares and responds.

“Hindi natin kontrolado ang pandaigdigang presyo ng langis… Ngunit kontrolado natin ang kalidad at bilis ng ating paghahanda at pagtugon,” he said.

The proposed framework outlines eight key response areas, including household protection, food security, transport support, aid for small businesses, OFW protection, energy supply, supply chain continuity, and temporary tax and regulatory measures.

Beyond short-term aid like subsidies and vouchers, the bill also seeks to reduce the country’s dependence on imported fuel and cushion future economic shocks.

“This is why the Kalinga Program is not designed as an ayuda measure alone. It is a bridge between immediate relief and long-term systemic change,” Quimbo said.

Lawmakers say the goal is to create a coordinated national response that can act faster and more effectively—before rising fuel prices trigger a wider cost-of-living crisis for Filipino families.
