Leachon Files Plunder Case Over Alleged P167-B Fund Diversion

Health advocate Tony Leachon has filed plunder and technical malversation complaints before the Office of the Ombudsman against Executive Secretary Ralph Recto and several other government officials over the alleged diversion of billions of pesos in public funds.
According to Leachon, the complaints involve the supposed transfer of around P60 billion in reserve funds from PhilHealth as well as P107 billion from the Philippine Deposit Insurance Corporation (PDIC).
Leachon alleged that the fund diversion took place in 2025, during the period when Recto was still serving as Finance secretary under the Marcos administration.
The physician said the filing aims to hold officials accountable over the alleged misuse of government funds, particularly money intended for healthcare services and financial protection programs.
As of writing, Malacañang and the officials named in the complaint have yet to issue a detailed response regarding the allegations.
The case is expected to draw attention due to the large amount involved and its possible impact on public trust in government financial institutions.
