LTO Frequently Among Most Complained Agencies, ARTA Reports Show

The Land Transportation Office continues to be one of the government agencies frequently cited in public complaints, based on recurring reports from the Anti-Red Tape Authority (ARTA).
ARTA, the government body tasked with monitoring bureaucratic efficiency and public service delivery, regularly tracks complaints submitted by citizens regarding delays, inefficiencies, and service-related concerns across various agencies.
In past ARTA reports, the LTO has consistently appeared among the agencies with high complaint volumes, largely due to issues involving driver’s license processing, vehicle registration backlogs, and congestion in frontline offices, particularly in Metro Manila.
ARTA officials have previously noted that complaint levels often reflect operational pressures in high-demand services rather than isolated incidents, as agencies like the LTO handle millions of transactions annually.
Other agencies such as the Food and Drug Administration (FDA) and various permit-issuing offices have also appeared in ARTA complaint rankings in different reporting periods, depending on service demand and operational changes.
Despite the volume of complaints, ARTA has reported high resolution rates for many cases, working closely with concerned agencies to address delays and improve service systems.
The authority continues to push reforms aimed at reducing processing times, digitizing transactions, and improving overall government service efficiency nationwide.
