Marcos Holds Neutral Rating In Latest SWS Survey As Public Opinion Splits By Region

President Ferdinand Marcos Jr. received mixed feedback from Filipinos in the latest Social Weather Survey conducted from November 24 to 30, 2025, with opinions remaining largely steady compared to the previous quarter.
The nationwide survey showed that 40% of adult Filipinos were satisfied with the President’s performance, 17% were undecided, while 43% said they were dissatisfied. These figures translated to a net satisfaction rating of -3, which SWS classifies as neutral. The score marked a slight two-point improvement from September 2025, though it remained far below the moderate +10 rating recorded in June.
Regional results revealed sharp contrasts. Balance Luzon gave President Marcos his strongest numbers, posting a moderate net satisfaction rating of +13, followed by the Visayas at a neutral +2. Ratings dipped in Metro Manila, which recorded a poor -17, while Mindanao remained the most critical at -29. Compared to September, satisfaction rose in the Visayas and Balance Luzon but fell sharply in Metro Manila, with little change seen in Mindanao.
A clear rural-urban divide also emerged. Net satisfaction in rural areas climbed by 17 points to a neutral +9, while urban areas moved in the opposite direction, dropping by 13 points to a poor -14.
Among women, the President’s net satisfaction rating improved to a neutral -6, up five points from September. Men’s ratings, meanwhile, stayed largely unchanged at around net zero.
Age groups showed varying levels of approval. Older Filipinos remained more supportive, with those aged 55 and above giving President Marcos a moderate +15 rating. Those aged 45 to 54 also leaned positive at a neutral +9. Younger respondents were more critical, with poor ratings among those aged 18 to 24, 25 to 34, and 35 to 44. Still, satisfaction among the youngest group jumped by 20 points from the previous survey, despite remaining in negative territory.
Educational background also influenced perceptions. Respondents with little or no formal education posted the highest net satisfaction rating at +19, followed by elementary graduates at +10. Those with junior high school education registered a neutral -9, while respondents with some senior high school education and college graduates both recorded poor ratings of -14.
The Fourth Quarter 2025 SWS was conducted through face-to-face interviews with 1,200 adults nationwide, evenly distributed across Metro Manila, Balance Luzon, the Visayas, and Mindanao. With a national margin of error of ±3%, the non-commissioned survey was carried out on SWS’s own initiative and released as a public service.
