Marcos Leads Oath-Taking Of Promoted Educators In Bulacan And Pampanga

President Ferdinand R. Marcos Jr. on Thursday personally led the mass oath-taking of newly promoted teachers and school heads from the Bulacan and Pampanga cluster under the Expanded Career Progression (ECP) system — the third ceremony since the program’s rollout.

Held at the CSJDM Sports Complex, the event carried the theme “Move Beyond for Service and Excellence,” following earlier oath-takings in Ilocos Norte and the National Capital Region.

The President said he made it a point to attend the ceremony himself to highlight how significant the milestone is for teachers who have long waited for opportunities to move up the ranks.

“I have always believed that the true measure of a nation’s progress is the kind of future that we prepare for our youth,” Marcos said, emphasizing that while policies and programs guide the country forward, it is teachers who turn aspirations into reality inside the classroom.

He acknowledged that for years, many educators struggled with heavy workloads and limited plantilla positions, leaving some to believe promotion was out of reach.

“Kaya, gumagawa tayo ng mga hakbang upang marami pang guro ang tumaas ang posisyon, at kagaya ng aking ipinangako, walang sinuman na teacher ang magre-retire na Teacher I,” he said, drawing applause from the crowd.

Marcos paid tribute to teachers’ daily sacrifices — early mornings, long commutes, extended hours checking papers and preparing lessons, and even additional responsibilities during elections, census activities, and community service.

Reaffirming that education remains a top priority, the President disclosed that more than P1.34 trillion has been allocated to the sector this year, equivalent to over four percent of the national economy.

He highlighted several support programs for teachers, including the Yaman ng Kalusugan Program (YAKAP) Caravan, which delivers free medical services such as laboratory tests, consultations, medicines, and vital signs monitoring directly to educators. He also confirmed the release of the Service Recognition Incentive with an additional P7.372 billion to ensure all qualified teachers receive their benefits, the P10,000 teaching allowance for School Year 2025–2026, and a P7,000 medical allowance beginning in 2025.

“That is why our responsibility as a government is to stand beside you, making your profession more sustainable, more dignified, and more rewarding,” Marcos said.

While technology like laptops and artificial intelligence can enhance instruction, the President stressed that nothing can replace the compassion, care, and personal guidance that teachers provide.

He ended the ceremony by congratulating the newly promoted educators and urging them to continue shaping not only knowledge and skills but also empathy, integrity, and character — qualities he said are vital in nation-building under the banner of Bagong Pilipinas.
