Meralco Opens Bidding For 600-MW Power Supply To Meet Future Energy Demand

As electricity demand continues to grow, Manila Electric Company (Meralco) has launched a competitive bidding process to secure an additional 600 megawatts (MW) of baseload power, aiming to ensure a steady and reliable electricity supply for millions of customers in the years ahead.
The move comes after the Department of Energy (DOE) issued a Certificate of Conformity for the project following an extensive review that lasted more than a year. The procurement is also part of Meralco's updated Power Supply Procurement Plan, which has been approved and accepted by the DOE.
Under the proposed 15-year Power Supply Agreement (PSA), Meralco plans to initially procure 300 MW of capacity by February 2028, with another 300 MW scheduled to be added by February 2029, subject to approval from the Energy Regulatory Commission (ERC).
Meralco's Bids and Awards Committee for Power Supply Agreements has invited power generation companies to participate in the bidding process. Interested firms have until July 14 to submit their Expressions of Interest. A pre-bid conference is scheduled for July 28, while the deadline for bid submissions is set for September 1.
The bidding will be technology-neutral, meaning power providers using various generation technologies may participate as long as they meet the required technical and commercial standards. The process will also comply with the DOE's energy mix policy and the terms outlined in the bidding guidelines.
According to Meralco, the competitive selection process is designed to promote transparency and encourage fair competition among power suppliers. By selecting offers based on least-cost principles, the company hopes to secure power at competitive rates while maintaining reliability for consumers.
"This bidding process reflects Meralco's ongoing commitment to providing customers with reliable, adequate, and reasonably priced electricity through a transparent and competitive procurement system," said Lawrence S. Fernandez, chairman of the utility's Bids and Awards Committee for PSAs.
The initiative is part of Meralco's broader efforts to strengthen long-term energy security as the country prepares for increasing power demand in the coming years.
