Naga Declared Highly Urbanized City

NAGA CITY — The City of Naga City has officially been declared a Highly Urbanized City (HUC), marking a historic milestone for the city on the 68th birth anniversary of former Interior Secretary and ex-mayor Jesse Robredo.
Mayor Leni Robredo confirmed the development on Wednesday, May 27, 2026, after receiving a message from Malacañang regarding the signed proclamation of President Ferdinand Marcos Jr. recognizing Naga’s new status.
The declaration comes after the city met the required income and population thresholds set by law for highly urbanized cities in the Philippines.
According to the local government, the process formally began after the 15th Sangguniang Panlungsod approved Resolution No. 2026-078 on January 27, which authorized the submission of the city’s request to Malacañang.
City officials described the achievement as a result of the collective efforts of the local government and the people of Naga.
The HUC status is expected to further strengthen Naga’s position as one of the leading economic and administrative centers in the Bicol Region.
