Pangilinan Clarifies Juvenile Justice Law After Tacloban School Shooting

In the wake of the recent shooting incident at a school in Tacloban City, Senator Francis Pangilinan is urging the public to look beyond misinformation and better understand how the Juvenile Justice and Welfare Act actually works.

Pangilinan, who chairs the Senate Committee on Justice and Human Rights, stressed that many misconceptions continue to circulate about the law, particularly the belief that minors involved in crimes are simply released without consequences.

According to the senator, children who commit offenses are still held accountable, but through a legal process designed for minors. The law provides intervention programs and rehabilitation measures aimed at preventing repeat offenses while ensuring that young offenders face responsibility for their actions.

He also emphasized that accountability does not rest solely on the child. Parents have obligations under the law, while government agencies—including the Department of Social Welfare and Development (DSWD)—are tasked with providing assistance and support to victims and their families.

Pangilinan further pointed out that it is illegal to release a minor involved in a crime without following the proper legal procedures, warning that those who violate these rules may face penalties.

Rather than fueling fear and spreading disinformation, the senator said the real challenge is ensuring the full implementation of the law. He underscored the need for justice, accountability, and protection—not only for victims but also for children who require guidance and intervention.

As discussions continue following the Tacloban incident, Pangilinan called for a balanced approach that upholds public safety while safeguarding the rights and welfare of young people.
