Alleged Mastermind In 2016 Jee Ick Joo Killing: Dumlao Now National Most Wanted

The Criminal Investigation and Detection Group (CIDG) has launched a 24/7 nationwide manhunt for dismissed police official Rafael P. Dumlao III, identified as the alleged mastermind behind the 2016 kidnapping and killing of Korean national Jee Ick Joo.
Dumlao, formerly a Police Lieutenant Colonel, faces multiple warrants of arrest for Kidnapping with Homicide, Kidnapping and Serious Illegal Detention, and Carnapping—offenses considered non-bailable. He is listed as a National Most Wanted Person, with a ₱1-million reward authorized through a memorandum by the Department of the Interior and Local Government (DILG).
To accelerate his capture, the CIDG has activated two dedicated hotlines operating 24/7:
0960-692-3025 and 0456-115-926.
Authorities assure the public that anyone providing verified information leading to Dumlao’s arrest will receive the ₱1 million reward—no questions asked.

Wanted posters featuring Dumlao’s photo and case details have been distributed to CIDG offices and displayed in high-traffic areas nationwide. Officials emphasized that every tip counts and urged communities to report any sightings or relevant information immediately to aid the nearly decade-long investigation.
A Case That Sparked Outrage
The kidnapping and subsequent killing of Jee Ick Joo—abducted from his home in Angeles City and killed inside Camp Crame—remains one of the most notorious police-involved crimes in Philippine history. Dumlao has long been implicated as the alleged mastermind, but legal proceedings and delays have prevented the case from reaching a final resolution.
With the renewed manhunt, authorities hope that public cooperation will finally bring Dumlao before the courts.

The CIDG reiterated its appeal: anyone with information about Dumlao’s whereabouts should immediately contact the PNP-CIDG hotlines.
