Tropical Depression Basyang continues to move across the central Philippines, now over Cebu Strait, bringing gusty winds and rough seas that have authorities on alert.

As of 7 p.m. Friday, the center of Basyang was spotted over the coastal waters of Dalaguete, Cebu, with maximum sustained winds of 55 km/h and gusts up to 75 km/h. The system is moving west-northwest at 10 km/h, and strong winds extend as far as 330 km from its center.

PAGASA has placed several areas under Tropical Cyclone Wind Signal No. 1, warning residents of strong winds that could pose minimal to minor threats to life and property. These areas include parts of Luzon, Visayas, and Mindanao, from Occidental Mindoro to Zamboanga del Norte, as well as Cebu, Bohol, Negros, and Leyte.

Authorities are also closely monitoring the Northeast Monsoon, which is expected to bring strong to gale-force gusts across exposed coastal and upland areas in Luzon, Visayas, and parts of Mindanao over the weekend.

The coastal waters are especially dangerous. Rough seas of up to 3.5 meters are expected in parts of Northern Samar, Albay, Sorsogon, and Eastern Samar. Mariners and small boat operators are urged to avoid venturing out to sea, especially in unsafe or ill-equipped vessels.

Officials warn that heavy rainfall and strong winds may affect areas outside the forecasted path, emphasizing the need for caution. “Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials,” PAGASA said.

Basyang is forecast to make another landfall over southern Cebu and Negros Oriental tonight or early Saturday morning, before heading toward the southern portion of Panay Island. The system is expected to weaken into a low-pressure area within 12 hours, but the risk of flooding, landslides, and wind damage remains high.

Residents are encouraged to stay updated with local advisories and take necessary precautions to protect life and property. PAGASA will release the next bulletin at 11 p.m. Friday.
