BIR Teams Up With Ateneo For Data-Driven Tax Reforms

The Bureau of Internal Revenue (BIR) has partnered with Ateneo de Manila University to boost its capabilities in tax analytics, data science, and research.

The collaboration includes joint research projects, student-led capstones and theses, as well as lectures, workshops, and data-sharing initiatives. The goal is to strengthen the BIR’s technical capacity and modernize how it approaches tax policy and enforcement.

This partnership builds on previous work with Ateneo’s Mathematics Department, including a student-developed algorithm designed to detect potential “ghost receipts.”

BIR Commissioner Charlito Martin R. Mendoza emphasized the value of the initiative, saying, “This MOU gives us a low-cost, high-quality analytics innovation engine outside the bureaucracy for better tax policy and systems. It combines academic brainpower with government data for modernizing tax administration in LOA risk scoring, audit analytics, and AI-driven compliance.”

The move signals a push toward more data-driven and technology-enabled tax reforms in the country.
