Cayetano Brings Senate Dispute To Supreme Court, Says Constitution Must Prevail

Former Senate President Alan Peter Cayetano defended a petition filed before the Supreme Court, arguing that the issue goes beyond politics and centers on protecting the Constitution and the independence of the Senate.
In a statement, Cayetano stressed that while political alliances and leadership positions may change over time, the country's Constitution remains the foundation of governance and accountability.
“Truth is truth is truth. Numbers change. The Constitution does not. Truth remains true regardless of what side we are on,” Cayetano said.
According to him, the petition is not about who holds power in the Senate but about preserving democratic institutions and ensuring that constitutional processes are respected.
Cayetano said the move seeks to safeguard the Senate's independence as a co-equal branch of government and to ensure that constitutional questions are resolved through legal channels rather than political maneuvering.
He also linked the issue to ongoing Senate inquiries into alleged irregularities involving billions of pesos allocated for flood control projects nationwide. He argued that Filipinos deserve answers on why many communities continue to experience severe flooding despite years of government spending.
The former senator emphasized that the public has the right to know whether flood control funds were properly used, who may have benefited from any misuse, and who should be held accountable if wrongdoing is proven.
According to Cayetano, these concerns are larger than individual politicians or political groups because they directly affect public trust in government institutions.
He warned that disregarding constitutional rules could weaken future investigations and oversight functions, making government institutions vulnerable to political influence.
Cayetano maintained that the Supreme Court is the proper venue to determine whether constitutional procedures were followed, saying legal questions of national importance should be resolved through the rule of law rather than political convenience.
As the High Court reviews the petition, the case is expected to draw significant attention due to its potential impact on Senate independence, ongoing investigations, and the balance of power among government institutions.
