Curlee Discaya, 10 Others Face Arrest Over Bulacan Flood Control Case

MALOLOS CITY, Bulacan — A Regional Trial Court in Malolos has issued a warrant of arrest against contractor Curlee Discaya and 10 other individuals in connection with a malversation of public funds case linked to allegedly anomalous flood control projects in Bulacan.

The warrant was issued by Branch 20 of the Regional Trial Court under Criminal Case No. 3573-M-2026. Court records show that the accused are facing charges of malversation of public funds or property through falsification of public documents.

The court order names Discaya, his wife Sarah Discaya, former and current Department of Public Works and Highways (DPWH) personnel, and several other individuals as respondents in the case.

Others included in the warrant are Brice Ericson Diaz Hernandez, Jaypee de Leon Mendoza, Ernesto Cosay Galang, Norberto de Leon Santos, Lorenzo Alcoriza Pagtalunan, Juanito Coronel Mendoza, Floralyn Yutuc Simbulan, and Roma Angeline Discaya Rimando.

The charges stem from a complaint filed before the Office of the Ombudsman involving flood control projects in Bulacan that investigators allegedly found to have irregularities in their implementation and documentation.

The case adds another layer of legal trouble for Discaya, who is currently under Senate custody after being cited in contempt during a Blue Ribbon Committee hearing. He has remained in the custody of the Senate while lawmakers continue their investigation into issues surrounding government infrastructure projects and public spending.

With the issuance of the warrant, authorities are expected to coordinate with the Senate regarding the implementation of the court order. Once the warrant is served, Discaya could be transferred from Senate custody to the appropriate detention facility under court jurisdiction.

The court document also states that the offense charged is non-bailable at this stage of the proceedings, although the accused may still pursue legal remedies available under the Rules of Court.

The case is part of a broader government effort to scrutinize flood control projects, which have come under increased public attention due to recurring flooding in several parts of the country despite billions of pesos allocated for flood mitigation programs over the years.

Investigators have been examining whether public funds intended for infrastructure projects were properly utilized and whether official records accurately reflected the work that was completed on the ground.

As of Friday, neither Discaya nor the other accused had released an official statement regarding the issuance of the warrant of arrest.

The development marks a significant step in the criminal proceedings arising from the Ombudsman's investigation and could intensify ongoing inquiries into the management of public infrastructure funds in Bulacan.
