The Department of Labor and Employment (DOLE) is set to formally serve an investigation order on Wednesday, June 17, against businessman Ernest Jackson Lim and Golden Years Construction and Steelworks Corporation in connection with the collapse of a nine-story commercial building in Angeles City, Pampanga.

The move was ordered by Acting Labor Secretary Francis Tolentino following a fact-finding investigation into the tragic incident that occurred in the early hours of May 24, 2026.

According to the order, the under-construction commercial building, which included a roof deck and swimming pool, suddenly collapsed at around 2 a.m., leaving 30 people dead and several others injured.

DOLE said a fact-finding committee was created to conduct inspections and determine whether labor, occupational safety, and health regulations were violated before the deadly collapse.

The committee is composed of representatives from various DOLE offices, including the Legal Service, Bureau of Working Conditions, and Human Resource Development Service. Engineers and accident investigators from the Occupational Safety and Health Center also joined the probe.

Authorities are expected to examine the circumstances surrounding the construction project, including compliance with safety standards and the responsibilities of those involved in the building's development.

The investigation forms part of the government's efforts to determine accountability and prevent similar tragedies from happening in future construction projects.
