DPWH Fires Three Pampanga Engineers Over Alleged 8 Percent Extortion Scheme

The Department of Public Works and Highways (DPWH) has dismissed three officials from the Pampanga 2nd District Engineering Office following allegations that they were demanding up to 8% from every district project contract.

Public Works Secretary Vince Dizon emphasized that the agency is strictly enforcing its one-strike policy, where any employee implicated in corruption is immediately removed from their post and subjected to legal action.

The move follows President Ferdinand Marcos Jr.’s directive to cleanse the DPWH of corrupt personnel and irregular activities, strengthening efforts to restore transparency and accountability within the department.

Those relieved from their positions were Maintenance Section Chief Ronilo Magtoto and Construction Section Engineers Arnold Domingo and Jeffperson Guinto. All three will undergo formal investigation and face appropriate cases as authorities look into the accusations.

Secretary Dizon stressed that this action sends a clear message across the agency: corruption will not be tolerated, and those who violate the law will be held fully accountable.

The investigation remains ongoing as the DPWH continues to gather evidence and pursue administrative and legal procedures.
