DPWH Orders Fix After Dike Collapse; Says Contractor May Face Charges

The Department of Public Works and Highways (DPWH) has announced it will issue a demand letter to Newbig Four J Construction Inc., ordering the immediate repair of the collapsed river dike along Mag-Asawang River in Naujan, Oriental Mindoro. The move comes amid concerns that the project may have been built substandard.
The DPWH also said this action is without prejudice to possible charges that may be filed against the contractor for the allegedly substandard work.
President Marcos: No Room for Substandard Projects
President Ferdinand Marcos Jr. has made it clear that substandard infrastructure projects will not be tolerated anywhere in the country. He emphasized that taxpayers’ money should result in tangible improvements and benefits through proper government programs and projects.
Experts Assessing the Damage
A team of experts has been assembled to assess the collapsed project and determine permanent solutions to prevent major flooding in nearby towns, including Naujan and Victoria.
The DPWH assured the public that it is speeding up the rehabilitation plan for the river dike and will hold those responsible for the irregularities accountable.
Another Dike Collapse: Pampanga Now Under Investigation
The DPWH also confirmed it has started an immediate technical assessment of a collapsed flood control dike in Barangay Candating, Arayat, Pampanga.
Following President Marcos’ directive, the department is fast-tracking a full investigation and implementing a permanent engineering solution after reports indicated fundamental design flaws and failure by the contractor to correct the dike’s structural foundations.
Protective Measures Underway
Engineering teams are already on site to carry out urgent measures to protect nearby houses and residents. DPWH officials said the design will be completely overhauled to ensure a structurally sound and lasting flood control system.
Accountability to Follow
The DPWH said it is identifying all liable parties, including the contractor, DPWH personnel, and other individuals involved. The findings will be forwarded to the Office of the Ombudsman and the Department of Justice (DOJ) for prosecution and exact accountability.
