Government Orders Manfel To Finish Navotas Dike Repair By February

The government is giving Manfel Cargo Shipping Corp. a firm ultimatum: finish repairing the damaged Navotas Coastal Dike by February—or face multiple legal cases.
Public Works and Highways Secretary Vince Dizon made the warning clear, saying the company must immediately complete the repairs and ensure the work meets proper standards. The dike was damaged last year after a Manfel-owned vessel slammed into a more than 50-meter section of the structure.
“You Broke It, You Fix It”
Speaking at the Pandesal Forum, Secretary Dizon stressed that responsibility lies squarely with Manfel.
“It’s their responsibility. They damaged it, so they should fix it,” Dizon said.
He pointed out that another company, High Tone, which was involved in a separate dike incident, has already completed its repairs—something Manfel has yet to do.
Work Can’t Stop Over Payment Issues
According to Dizon, the repair work should not have been halted simply because Manfel failed to fully pay its contractor. Reports show the company has paid only 10 percent of the total cost so far, forcing construction to stop.
The Department of Public Works and Highways (DPWH) is now preparing to send a demand letter requiring Manfel to take full responsibility for the damage and immediately resume work.
Legal Action Looms
If the repairs are not completed by next month, Dizon said the government will not hesitate to act.
With the help of the Office of the Solicitor General (OSG), Manfel could face multiple legal cases for failing to comply—adding more pressure on the company to finish the job without further delay.
For now, the message from the government is simple: repair the dike properly, and do it now.
