Hontiveros Questions Refugee Status of Mr. Yin; Links Him to Online Gambling Platform

Senator Risa Hontiveros is raising concerns over the identity and background of a foreign national known as Mr. Yin, who was granted refugee status in the Philippines shortly after previously being arrested and declared an undesirable alien.

During recent discussions surrounding the case, Hontiveros pointed out what she described as unusual circumstances behind the man’s release and asylum approval.

According to the senator, Mr. Yin was arrested and blacklisted by immigration authorities in August 2024. However, he was later released after being granted refugee status in September 2024, roughly a month after applying for asylum.

For Hontiveros, the short processing period raises questions about how the application was evaluated.

She noted that refugees are typically individuals fleeing persecution and living in fear of retaliation from their home countries. In contrast, the profile of Mr. Yin appears to differ from what is usually seen in asylum cases.

As inquiries continued, Hontiveros said investigators began to uncover information suggesting that Mr. Yin may also be known as Elvis Chan.

Sources familiar with the online gambling sector have indicated that Chan later became associated with Playtime, which is widely considered one of the most prominent online gambling platforms operating in the Philippines.

The situation, according to the senator, became even more puzzling when reports surfaced that Chan had previously been detained and later released while allegedly connected to operations linked to the platform.

Hontiveros clarified that wealth or business success does not automatically disqualify a person from seeking asylum. However, she stressed that the issue becomes more complicated if the individual involved is also facing legal problems abroad.

According to the senator, authorities in China have reportedly issued a standing warrant of arrest against Elvis Chan, who she says may be the same person as Mr. Yin.
