House Approves Mandatory Insurance For Line Workers

The House of Representatives has approved a bill requiring mandatory insurance coverage for electrical and telecommunications line workers, passing the measure on its third and final reading on Tuesday, February 3, 2026.

The legislation, known as the Line Workers Insurance and Benefits Act, aims to protect workers who perform high-risk tasks to maintain the country’s power and communications systems. Employers are required to provide life, accident, or disability insurance, with premiums fully covered by the employer.

Minimum coverage amounts under the law are:

• ₱200,000 to ₱1 million for electric cooperative workers, depending on the size of the cooperative
• ₱1.5 million for workers of private distribution utilities
• ₱2 million for workers of the National Transmission Corporation (TransCo) and the grid operator

The bill also includes provisions for disability benefits, mortuary assistance, medical expense reimbursement, and retirement benefits.

Lawmakers and labor groups welcomed the move, emphasizing that it provides a safety net for workers who face dangerous conditions while performing essential services.
