House Justice Panel Issues Subpoenas; Expands Investigation In VP Sara Duterte Impeachment Hearings

The House Committee on Justice has formally begun hearings on the impeachment complaints against VP Sara Duterte, issuing multiple subpoenas to secure key records and testimonies in the ongoing inquiry.
On Wednesday, March 25, the panel adopted its ground rules for the proceedings and approved subpoenas for several individuals and institutions as it seeks evidence related to the impeachment complaints.
Among those subpoenaed are:
• Atty. Michael Poa, counsel for VP Sara Duterte and former Department of Education official.
• Ramil Madriaga, a self‑confessed aide linked to the complaints, along with his affidavit and supporting evidence.
• Atty. Cynthia Pantonal, lawyer who notarized Madriaga’s affidavit.
• Atty. Gloria Camora of the Commission on Audit’s Intelligence and Confidential Funds Audit Office, sought for testimony and documents on confidential fund disbursements.
The panel also authorized subpoenas to government agencies for documents and records, including:
• Statements of Assets, Liabilities, and Net Worth (SALNs) of VP Sara Duterte maintained by the Office of the Ombudsman.
• National Bureau of Investigation (NBI) records on probes tied to allegations in the complaints.
• Philippine Statistics Authority (PSA) data related to beneficiaries of confidential funds.
The committee approved a motion to coordinate with authorities to provide protective custody for Ramil Madriaga to ensure his security while testifying in the hearings.
The impeachment complaints filed against VP Sara Duterte allege misuse of confidential funds, failure to declare assets properly, abuse of power, and other related conduct. The Vice President’s camp has questioned the committee’s jurisdiction over the proceedings and dismissed the allegations as lacking merit.
Hearings are expected to continue as lawmakers assess whether there is probable cause to proceed further in the impeachment process.
