House Speaker Dy Says No TRO, Impeachment To Continue

The House of Representatives will proceed with ongoing impeachment proceedings after the Supreme Court of the Philippines declined to issue a temporary restraining order (TRO), according to Speaker of the House Faustino Dy III.

Dy said the House respects the decision of the Supreme Court and recognizes its authority and judicial processes. He added that the chamber remains ready to comply with matters that fall within the Court’s jurisdiction.

With no legal restraint in place, the Speaker noted that the House will continue to carry out its constitutional mandate, particularly through the Committee on Justice, which is tasked with handling impeachment complaints.

He emphasized that the proceedings are part of the constitutional process of accountability and will be guided by facts, evidence, and the rule of law. The process, he said, will remain fair, orderly, and structured, ensuring that all parties are given the opportunity to be heard.

Under the 1987 Constitution of the Philippines, the House has the exclusive authority to initiate impeachment cases, while the Senate serves as the trial body. Legal observers have noted that the Supreme Court generally avoids intervening in impeachment proceedings unless there is a clear constitutional issue, preserving the balance among the branches of government.

Dy added that the latest development reflects this balance, with each branch continuing to perform its role within the bounds of the Constitution as the impeachment process moves forward in Congress.
