Housing Relief On The Way As DHSUD Freezes Loan Payments For Quake Victims

The Department of Human Settlements and Urban Development (DHSUD) has ordered a temporary suspension of housing loan payments for families affected by the powerful magnitude 7.8 earthquake that rocked parts of Mindanao, following President Ferdinand Marcos Jr.’s directive for an immediate government response.

DHSUD Secretary Jose Ramon Aliling instructed the agency’s key shelter partners—the Pag-IBIG Fund, National Housing Authority (NHA), Social Housing Finance Corporation (SHFC), and National Home Mortgage Finance Corporation (NHMFC)—to begin implementing a housing amortization moratorium for qualified borrowers in quake-hit areas.

Specific guidelines and coverage for the payment freeze will be announced by the respective agencies in the coming days.

The move is part of the administration’s broader disaster response effort after the strong earthquake reportedly left dozens dead and caused widespread damage across affected communities.

Even before the moratorium guidelines are finalized, government shelter agencies have already begun rolling out assistance on the ground.

Pag-IBIG Fund deployed two “Pag-IBIG on Wheels” mobile branches to General Santos City and Dipolog City to serve affected members, while NHA teams were sent to assess damage and process emergency shelter assistance for displaced families.

Pag-IBIG also reminded borrowers in earthquake-affected areas that they may qualify for benefits under the agency’s housing loan non-life insurance program. Members whose homes suffered earthquake-related damage can file claims to help cover repair and rehabilitation expenses.

Meanwhile, NHMFC announced that it is extending its existing housing loan moratorium program by three more months, or until October 2026, for eligible borrowers affected by the disaster. The extension allows homeowners to temporarily defer monthly payments without incurring penalties, surcharges, or additional interest.

“Following the directive of President Ferdinand R. Marcos Jr. to immediately provide assistance to our fellow Filipinos affected by the earthquake, we have instructed our key shelter agencies to start implementing a housing amortization moratorium for qualified beneficiaries,” Aliling said.

He stressed that easing financial burdens is crucial during times of crisis, allowing affected families to focus on their safety and recovery.

At the same time, the DHSUD chief ordered the activation of regional shelter clusters to ensure readiness and speed up the delivery of housing-related assistance if conditions require further intervention.

The activated shelter clusters will work closely with local government units, the Office of Civil Defense, the National Disaster Risk Reduction and Management Council, and other agencies to assess housing damage and identify families in urgent need of shelter support.

Aliling also directed the DHSUD Regional Office 12 to conduct rapid assessments in hard-hit communities, particularly those already placed under a state of calamity.

“Patuloy tayong nakikipag-ugnayan sa mga lokal na pamahalaan at iba pang ahensya ng gobyerno upang matiyak na agad nating matugunan ang pangangailangan, lalo na sa aspeto ng pabahay, ng mga pamilyang apektado ng lindol,” he said.

With thousands of residents still dealing with the aftermath of the quake, the government says housing assistance and recovery efforts remain among its top priorities.
