Two foreign nationals—an Indian accused of illegal lending and a Chinese fugitive wanted for money laundering—have been arrested in separate operations as authorities ramp up enforcement under President Ferdinand Marcos Jr..

The Bureau of Immigration (BI) first arrested 24-year-old Indian national Lovepreet Singh during an operation at a talipapa in Barangay Mambungan, Mayamot, Antipolo City on April 10.

Singh was unable to present a passport or valid visa, immediately classifying him as an undocumented alien. Authorities also linked him to alleged usurious lending activities in the area. He was taken into custody, booked, and transferred to the BI Warden’s Facility. A deportation case has been filed, and he could face blacklisting if found guilty.

In a separate operation, BI agents arrested 35-year-old Chinese national Xu Yinling along Arnaiz Avenue in Makati City last March 7.

Xu is reportedly wanted in China for money laundering and is the subject of a detention warrant issued by the Beilun Branch of the Ningbo Public Security Bureau. Authorities said she allegedly helped move illicit funds through underground banking channels before fleeing to the Philippines to evade charges.

Operatives from the BI’s Fugitive Search Unit tracked her down, leading to her arrest and the filing of deportation proceedings.

BI Commissioner Joel Anthony Viado reiterated the government’s stance, warning that foreign nationals must follow Philippine laws or face consequences.

“Our country remains open to visitors, but those who violate our laws will be deported,” he said.

The twin arrests highlight the government’s intensified campaign against foreign nationals involved in illegal activities—sending a clear message that the Philippines is no refuge for offenders.
